Map program, 3d

I've never really liked the traditional maps that you can find of/about trek.

wait.... actually that last one is a bit closer to what I'm getting at.
Way back when, 1000 years ago, kingdoms used to control towns and cities. An opposing army could slip between two towns, out in the rural area, and attack a third town somewhere else. Kingdoms could pretend to control that area, but, they do not.
Presuming each star has an oort cloud about 1ly away, I'd say it's reasonable to presume that a space empire can control a ball, 1ly large, around each star. Now if you control all 20 stars in a 20ly area, it's reasonable to presume that you could expect control in the empty area in between, but, border areas, would be a bit more sketchy.
So anyway... anyone know anything that can help me make a map for my fantasy trek-like universe?

To make a Map, learn to use Gimp or Photo Shop, Any Map generator out there will be Crap.

I'm quite handy with MSPaint. I dont need it to be pretty. I've used GIMP before and am familiar with it's features. The problem is that even in MSPaint any map I make would have to be huge, and it would not be in 3d.

Oh a 3d Map, well firstly your gonna need an Epicly good computer to run an Galaxy Sized Map, then your gonna need a Program like 3D MAX, or Blender, and good Knowledge of said Programs

Well 3D MAX cost about 1,500 $, Blender is Free.
